Is there a reason to block chat for low priority queue

From what I understand it blocks all the features of the client so that you are forced to wait out the punishment without doing anything else in League of Legends. This way it feels more like a punishment than if you could just leave the timer up and continue to chat/shop/etc.

While I agree with blocking the client for the player who have the low priority queue..I wish Riot would allow others to do something.
