can you legitly report people who say "bad team" or the like at the end of the game in all chat. ive been seeing it alot in my games but its on the other team so i cant see their chat. is two or three words enough to report someone

I would probably say "Yes" since that is a negative attitude to have.

Really it's all up to you if you want to report them for it.

Yes, but honestly, sometimes it's warranted. I just had a game that i did more damage than my entire team combined, top cs in the game, top kda, kills and assists and couldn't carry cause they went 2/10/0 or just as bad.

Sometimes it's not. Had my jungler Yi who told all chat that the game was over at 10&16min mark. Our bot lane got counterpicked and lost lane. ( Varus+ blitz. Enemy had jhin and Morg ). I was Mid and was losing because my laner got a double kill on me and our top over a jungle invasion.
The only thing that you can do is tell them to STFU. And Farm the fuck up.

After you say that though you have to step up your game to show them there is hope and that you are determined to win

Two sides to every coin. It's not always fair but there's times people have it coming. Really just given up on getting real teams though. It's almost every game that ends up pre decided by players that really have no business being in the same game.
