As has been pointed out below, reporting them after the match or putting in a support ticket are much better ways to deal with the problem than name-and-shame, which accomplishes nothing.

The moderators here are volunteers. They don't actually work for Riot. They cannot do anything to a player in-client.

If you want Riot to investigate a player you would be better off submitting a support ticket at the link labeled "SUPPORT" in cyan-blue text at the bottom of any boards webpage.
