Can Riot do something about smurf who play on sub account only to stomp lower elo ?

Like, I get smurf who legit faceroll everyone, playing etc, all those hyper snowball potential champ only to talk shit lower elo than them and act cocky and real jerk in chat. Can we do something about those losers already? I don't care to play against my elo but when I face someone with higher knowledge and who can legit faceroll on everyone because not everyone play well in soloQ, it feel infuriating because those kind of jerks get away with it.

Because only idea I have is asking every player above a certain level to submit all their accounts to be given a min placement value.

My opinion about Smurfs is, they shouldnt exist. If u want to "train" or test a champion, play normal game. if u wana play with friends with lower elo: they should get better or you have to loose much. when you are already "to far ahead" in elo then its a good reason why. u cant go back to "junior high school" when u are already in high school just to get better notes. u still can play normal/draft pick with your friends.

They already do. They have an MMR system that puts people against similar skill levels. So within a few games they will be playing against players of similar skill regardless of account level. Also, if theyre being jerks in chat, theres already rules against that too.
