What is and isn't allowed in norms?

I've been contemplating posting this for a while but after a recent stretch of games figured I'd look to seek an answer to it. For the past few months or so I've decided to avoid ranked and started playing norms, as I figured it'd not only be easier but would allow me to relax while I deal with an insane work schedule. In about half of the games I've played so far, people have done what I consider to be "rule-breaking" to the point in which it's become rather tedious, with their excuse after telling them that I'm reporting them post-game being "it's norms bud, deal with it". My question is basically this: is rito's stance on rule-breakers lessened in norms as to what these people are suggesting? Or am I correct in asserting that my reports will be considered equal regardless of which mode I'm playing?

The rules are the same for Ranked and Normal games as far as behavior, trolling, intentionally feeding, etc.

Normal and ranked have exact same rules

Toxicity is treated the same regardless of game modes.

Off-meta picks / builds is not a punishable offense in ranked or in normals, unless the intent was clear that they wanted to ruin games.

Intentional feeding is the same in all game modes.

"Calling for roles" in blind pick is a thing of courtesy, there are no hard rules in it. So is the 1-1-2-jg META strategy.

It also depends on what you consider is being broken. Is it an actual rule, a courtesy, or meta/norm?
