Smurf etiquette?

So alright hear me out on this, but just going to throw it out there. Is anyone else REALLY sick of being at the mercy of much higher ranked smurfs? It's happened several times where a smurf is in the game, gets fed and soon as s/he is a key factor in the game, they act like total tools. Verbal bashing (which i'm pretty convinced the automated system does not do a great job of dealing with), freaking out at players for no reason and just blatant feeding. I've found some of these players do it for streams, normally by looking up the name on twitch itself but is there really NOTHING that can be done about this? It makes playing ranked infuriating when you are trying to climb and you get stuck with not only the normal trolls, AFK, role selector 'fill' games etc but with a smurf that can dictate if you win or lose by their chatroom preference? Don't get me wrong, I believe smurfs are great, I use one whenever i play with friends who are just learning, but I don't flip out on players while i use it or trash talk the other team. There should be something Riot can do, possibly IP ban those accounts so they are unable to just hop on another smurf or play on their mains? It's likely going to be a large downfall of league and I'm aware of at least 4 other larger names players who have just recently released videos about this. I know Riot RARELY reads through this board so i ask other annoyed players how you think is the best way to deal with this?
