Chat Restriction - First Punishment

I can understand restricting someone's ability to speak if they flame a lot, but the restriction on even getting keys and grade tokens/chests after the chat restriction itself is over, seems a bit much.

At least from my perspective, I just got my first chat restriction today, for 10 games. All because of 1 explosion in chat on a jgler who fed my lane on purpose and did a whole lot of very specifically "screw this guy" stuff, for literally no reason, even in the first few minutes he came to top and took all my cs and pushed lane under enemy turret, then fed lane, took a 2nd red buffs instead of letting a lane (me) take it, etc..

But alas, those are details, the point is, I didn't even say all that many truly bad things, I just rattled on at him about why he was doing it, whining at him, if you will, a few "fucking"s and "retard"s here and there, which, i've reported people for before, with zero effect. I've made plenty of reports that have gone through and resulted in punishment, but I mean, that was for things like personal threats to life (however hollow), outright racism, feeding or etc..

But it just seems a bit much that the first warning is literally a complete loot restriction. Can I even expect this to be lifted with good behaviour before the end of season (and thus be eligable for possible Victorious skin)? or am I basically screwed in that respect?

Hextech loot is actually considered a reward for good behavior, which is why you lose it for a period after being punished. With a 10 game chat restriction it won't really take long for you to work it off if you play regularly and stop being negative; higher tier punishments take longer to work off the ineligibility.

I have heard, though cannot confirm, that it'll take about 35 games to work it off from a 10 game chat restriction.

Eligibility to earn hextech loot is not tied to whether you will earn the end of season rewards. If the only punishment you have had is this chat restriction, then as long as you work it off before the season ends (which you have), and you don't receive a 7 day or longer temporary suspension, then you will still be able to earn the end of season rewards.
