so i re hit honour level 2 after some un justified reports but thats not the topic at hand here, and all off u sudden i checked my profile, i didnt get reported or anything, i was re climbing honour, and now it says im honour level 1 and locked honour, can someone tell me what happened because im confused

did you try submitting a ticket and asking riot personally?
