The loss rate but good mechanics smurfs are obnoxious

Just got out of a game where our irelia quit 20 something mins into the game. At the beginning of the game I worried because checking her stats she had a 0% win rate over 5 games, but mid game she was something like 5/0/4. Completely baffled I was happy and thought maybe she had a string of bad luck, but then she left. It was at this time I realized this had happened before and it wasn't new. I had games where people did this to me before in high plat, low diamond. It isn't a simple ragequit but a, "you guys are ahead you can win this" type of quit, even though we had only cracked the outer towers and just secured baron. Luckily we won the 4v5 but goodness if she got away with 6 games (on just irelia no telling how many on other champs) like this and still isnt banned for 2 weeks or something its astounding and make me feel like chat restrictions are the only bans people are actually getting. Worst part was I was so excited we won the game I forgot to report her afterwards.

Part of it comes from those people looking to tank champion win rates like those high elo singed mains who scheemed to int hard in their games to try and make him seem not so OP in light of riot talking about well deserved singed nerfs. Part of it comes from people really just being trolls, and a small percentage comes from actual internet outages.

My question is there anything that can be done about this? Riot looking into or figuring out methods to identify these trolls better?
