Probably never. The Rito heads are in the RitoLyte Memorial Echo Chamber and don't understand how their own doing created the most toxic game in existence.

But you can do what I'm doing to fight it - Stop buying RP. Encourage others to do the same and once their bank accounts dwindle they might wake up. It's not worth it when it takes 1 night of bad games to make you lose your account.
