Yo, I usually really like your posts but I'm not sure what you're getting at here.
0.006% is still more than "none" as your title states. If you're disputing the statistic, I respect that, but maybe make that clear in your post? I personally would love for Riot to re-confirm and/or update their statistics.

That statistic only encompasses players who have been permanently banned. It doesn't say anything about how toxic the community may or may not be.
There are people who are toxic and sitting on a 14-day suspension - maybe its their first, maybe their third, but they're teetering on the edge of a permaban.
There are people who are toxic and sitting on a 25-game chat restriction. Again; it could be their first, or they could be repeat offenders.
And the same goes for 10-game chat restrictions.
And more still, there are some players who slip under the radar because players don't report them - whether they forgot to in the haste of leaving a match, or just didn't feel it was worth doing.
So, if your argument is that "these toxic players either don't exist or Riot's not doing their job by permabanning them" - then your argument is faulty. First and foremost, it rests on the players to report behavior that they feel falls under the line of sportsmanship and decency. On top of that, you can't account for players who are toxic but haven't been permanently banned, or those who - for one reason or another - linger on a punishment tier.
Riot is doing their job, and the playerbase, for the most part as far as I know, is doing theirs.
Trying to build an accusation or argument off of incomplete and potentially outdated information is a pretty bad idea, IMO.
That's still an amount of toxic people.
PVP is always the source toxicity and bad behaviors no matter the game, every single person who played PVP in League of Legends at some point was toxic and angry because that's what PVP is in the first place. This is why the majority of the people play Co-Op vs AI which is PVE and is faster, more friendly and doesn't have toxicity.
