Being a toxic jerk, in or out of games, is punishable. Just because you're not in a game doesn't mean your free from the summoners code. :)

I assume you're talking about poor post-game lobby behavior. If that's the case then just like poor champion select behavior it is reportable and punishable. It doesn't appear in reform cards due to being on different servers from my understanding but people have been punished in the past for having poor champ select and/or post-game lobby behavior even if their in-game behavior was clean.
