While a fair amount of this is true and fairly agreeable, I feel it necessary to kind of explain a few things further.

For whatever reason, there's a misconception (don't know how large of a misconception, but I know it exists) where people seem to think that banter is synonymous with toxicity. Either, that, or they're using "banter" as a catch-all excuse for them being an asshole.
What people need to realize is that banter is actually antonymous with toxicity, the definition of it literally being:
Banter
noun
- the playful and friendly exchange of teasing remarks.
verb
- talk or exchange remarks in a good-humored teasing way.
I put the most important parts in boldface. "Playful and friendly", "teasing", "good-humored". This means that stuff like "you suck go uninstall" is not banter, while something like "nice flash lol" is.
So, while it is absolutely true that you don't get banned for banter, people need to actually know what banter is before they start throwing the term around.
...or spend half the game typing you wont get banned...
This, I think, is a misconception as well. I frequent the PB boards and have seen all manner of chat logs, and I've never really seen chat log length be a notable factor in a punishment. I'd argue that it's more correlation of larger chat logs to higher density of toxicity and consequently better grounds for punishment than anything else.
That said, it still goes without saying; don't spam the chat, and do try to keep more focused on the game than chatting.
Other than those two things and some small issues of wording, this is pretty much solid.
