Would you report the Lucian or not? He died a lot and did very little damage. He built full ap.
So I didn't report him, I was just wondering if I should based on the fact that lucian's ad build is superior in every meaningful way.
Nah, although its lame to lose a game because of that, off-meta builds aren't reportable and any reports received from that wouldn't do anything anyway.
That's trolling, so yes. Ranked is not the place to try new builds and if someone is doing it then it was reportable.
His match history would indicate whether it is reportable. If he did it before and was successful, no. If it's his first time doing it.... probably reportable but he wouldn't be punished unless he did it more than once with very little success. Ironically playing sub-optimally is totally excusable, otherwise there would only be one available build path for every champion that would be deemed optimal and the others would be considered as hurting your chances of winning. He does have ap scaling in his kit.
Jesus, people. Off-meta builds aren't reportable unless they're used explicitly to throw the game.
AP Lucian has been a thing before. Not sure how good it is now, but his ult scales with AP in such a way that an AP build can/could certainly 1-shot somebody with just his ult.

No. Ap lucian can do well, it just sounds like they had a bad game. This is strictly from the information that you gave with no information outside of that like actually seeing if they were inting etc.
However there was a time that i did ap lucian top and had a jinx adc that was building fine, switch to the same items i was building. Which of us was trolling? The one who went into the game with the plan of trying AP lucian or the one who was doing AD jinx until they saw my build and switched to my build?
