Can someone explain why banning someone's hovered champion is allowed?
I genuinely cant think of a single reason this would be beneficial I have to hide the fact I want to play a champion from my team in order to get it from these 3rd world cave men

Because the opportunities for trolling/griefing would be greater the other way, and something has to take priority.

Why is simple,
Reason 1:
You are first pick toplane
You wanna play yas
This is ranked
You have played yas 3 times ever
Yas is a cancer champ who can solo carry games
I look you up on gg and find out you dont play yas and i ask, and you wont change, I will ban. Sorry, dont practice new champs in ranked.
Reason 2:
You are last pick toplane
You wana play yas
This is ranked
Your a m7 yas main
We dont have a yas comp
You can not swap with our fist pick
I will ban yas to prevent other team from taking it

Because it's the freedom of choices of whom you want to see in the game. People get this freedom due to the fact it could mean it's a risk they do not want to see or a champion they'd rather not have on their team. There could always be other intentions other than trying to provoke or grief you.
The issue in the matter is that everyone in this game thinks they're entitled. Which is never the case when it comes to this game and people needs to stop thinking they're entitled to everything.
First, let me start out by saying this topic has been discussed hundreds if not thousands of times. I imagine a google search of "league na boards hovered bans" will bring up plenty of topics.
Second, did you try to think of a reason it could be beneficial or was this just a reactionary post because your pick was banned?
One of the main reasons that your hovered pick may be banned has nothing to do with the pick being hovered, it may simply be a strong carry pick like Yi or Yasuo that players would rather see banned so the enemy team doesn't get it, especially if you pick much later than the rest of the team.
Another reason is that your teammate might not know how to play with who you picked especially if you are in bot lane. If you are planning to use Jax support, while a strong pick, many players are not used to seemingly off meta choices and would rather ban it than play awkwardly with it.
Reason number 3 would be that varying sources show that you might not have used that Champion and players would rather you not be a first timer in ranked. Don't act like you are different, you hate when others use a champion for the first time on your team and go "first time x" 5 seconds before game start.
Reason the fourth: You don't have a good record with the character and sources like Blitz, OP.GG, or simply your match history show 5 losses in a row with that character with scores of 2 12 0 or something like that and would rather you not use someone you are either questionable at our are currently tilted on.
5: They think your champion is a weak picked that doesn't synergize well with the team composition.
You: Oh but I should be able to use who I want regardless!
This is a game where you have 4 others teammates who all want to win. Don't be selfish. Be a team player. Don't be emotional and don't take it as a personal attack.

The reason would be if the person hovering is final pick on a champ that is both broken and high pick rate at that current time. Let's pretend that champ is Jayce because it never is. So the person on your team hovering Jayce is tenth pick. If no one else owns Jayce, or is willing to pick him due to not wanting to lose their champ or whatever reason, then ppl might ban Jayce to prevent the enemy from stomping the team with him. There is a reason the last picks are called low priority picks. Those are the ones who will potentially have to suck it up because they have to rely on the champ not being picked first. The return is that low priority picks have the best opportunity to see what they're up against and properly counter pick. Yea, that person might get mad that their Jayce got banned, but that person is also putting their personal desires above the team in that moment. The same person would probably throw a tantrum if they died twice or if an ally made any mistake whatsoever, no matter how small.
