IDK why anyone would try to bother to be good at this game with the players that you are forced to deal with.

You only get it if yours is the last report that gets them banned. If that's their first game or first couple of games doing it they won't get banned. Also keep in mind that playing Teemo support and doing bad isn't trolling and is not reportable. You can tell by the sheer amount of QQ threads in this forum that reports actually do work.
