Major LoL streamers using accounts that they BOUGHT off people who are BOTTING to lvl 30

Is Riot doing anything about this? Did you release a bunch of promotional videos for new players a day ago? Why do they need to put up with this shit?

That's TWO ToS violations right there: Account Sharing/Selling or Buying Accounts and Cheating (Use of 3rd Party Programs).
