Toxic players for the past week and a half and No Action

in the past week or two, I have encountered HORRIFYINGLY toxic players. Players that are nothing but rotten. Each game I encountered these people I would report them. I try to limit how much I say to these people (other then a few gripes here and there) but overall I keep to myself.

The other night for example, I was playing Kha'zix Jungle and was doing fairly well, I noticed that our adc (Jhin) was a little..... volatile. But I kept to myself. The team overall was losing, I had ganked bot lane and jhin died in the process. He chirps at me saying I didn't peel for him. Whatever, move on.

We take tower, encounter the mid laner coming down to try and help and Thresh and I kill him. Excellent. Jhin in the meantime went to mid lane to push, after thresh and I killed the mid laner we past by bottom side red buff (the enemies) and he pings it. "Okay sure" I think. But we have no vision and the enemy jungler is no where to be seen (A fed Jarven). So we start it and he's still pinging it, just a normal general ping. I have no idea why he's still pinging, but I kept attacking red.

What wasn't communicated was that thresh was pinging it so that Jhin would come down and take it with a W. They were premade.

Again, we have no vision, J4 is no where in sight and he's building full AD, 1 Q flag ult combo and im pretty much screwed. So I smited the red buff and lept over the dragon wall. Well Jhin tried taking it with his W but my smite beat him to it.

Then they lost their minds.

Jhin said "AFK" and rage quit, then in all chat thresh went on to say how I have retardation, that im this, im that etc etc.

So, I went and said "Report Jhin for Quitting". 2 minutes later Jhin reconnected and they started spewing garbage at me left, right and centre. Then whenever I died, they would both ping me and say how trash I was. The enemy team was saying sorry that I was paired with those guys. Many of us reported BOTH players.

Nothing happens.

now, whenever I report someone, about 50% of the time ill get a response telling me that "Hey, thanks for reporting them! They had X happen to them" And they normally occur if someone says something quite horrid, but nothing that game.

Fine, whatever.

Game after game for the past week and a bit, toxic player after toxic player "KYS"s after "KYS"s and nothing. We had an entire team report an enemy ryze for telling everyone to kill themselves after every time he died, and nothing!

I know Riot Tantrum is always active on these forums. I just don't understand, are they getting bans and restrictions just there's no feedback to us players?
