How do you report club names, tags, etc.?

I was just in a lobby with someone whose club tag was something explicitly racist. I was planning on reporting them for offensive summoner name post-game, hoping that would somehow catch it, but someone dodged and we never made it to the post-game lobby.

Does reporting for offensive summoner name catch club tags? Is there a way to specifically report club names or tags?
