Is riot able to read those now for reports or nope they still can only read in game stuff?

Lobby chat is recorded and can be pulled for manual review, but is not used by the Instant Feedback System. If you need to report lobby chat, annotate it in the report description.
They do read it. Not sure why people believe they don't read it, that would make no sense!
