Worst than an AFK

Is having a fucking dumbass player who intentionaly plays like shit, does not communicate, build unproper things and at the end of the game types ''report my team for toxicity'' REALY!? REALY!? My god this kind of players are everywhere now a days and while they troll a game they are probably laughing it out in their little rooms and then act victims so they get away with it ALL THE TIME.

Where are rioters who are in charge of dealing with this kind of behavior? Apart from toxic players saying to KYS and to fuck my mother there are these types of elusive trolls who enjoy inting and trolling the game and they are not getting punished, the word has gone out, act the victim, act like you are realy bad and never get punished.
