Someone gets mad and either runs around the map doing nothing to avoid leaverbuster or ints to enemy team. Is this some kind of hidden punishment riot is implimenting?

Actually it is a punishment. If your win too many games riot starts putting players with low mmr on your team and higher mmr on the enemy team because they want to force you to lose.
It's because they can't express frustration by flaming, so they resort to inting/trolling
