My bard trolls all game LITERALLY because I didn't attack a ward. He leaves me alone bot ALL GAME, does nothing but split push and use his ult to make us lose team fights or save the enemy, and we all reported him but nothing will happen to him. This type of behavior should be taken more seriously by riot. Instead, the only behavior that gets punished is CHAT.
Not sure if you are aware, but people on the same server as you can view all your replays and this game did not go as you said it did. It's true that Bard did go support top lane, but at no point was he inting or intentionally trolling people with his ults. He used his ult to stop the rift herald from damaging your T2 mid tower which is a normal strategy on Bard. He also used it a few times to stop others towers from taking damage. But this "use his ult to make us lose team fights or save the enemy" is straight up a lie that you made up. While I do agree being in a sidelane as a support isn't a very good strategy, but by no means was he 'afk splitpushing' or 'in a side lane all game'. As a matter of fact, your team picked a couple of fights knowing exactly where he was. He also would immediately react by moving towards the fight or backing to defend after you died.
I fucking hate these "nothing will happen to them" threads.
How about you complain when you actually know what will happen? Why should we sympathize with your speculation? Riot does an inadequate job of punishing trolls, we're aware, but you offer no information of value at all with guesswork complaints like this.
Griefing is a punishable offense.
As a bard main, staying with a shit adc in lane won't help shit.
If you are feeding the enemy and flame me i will leave you and go help somewhere else with my high utility and mobility.
Valid strategy. And the fact that it made you come to the forums and complain about it shows that it got you really mad and you obviously flamed said bard. I don't blame him.
Trolling games like this will be triaged in the review queue (maybe for around 2 weeks or so, because they ARE behind in their reviews) first and then reviewed manually.
You won't get to hear the result regardless of outcome.
Just because you won't hear about the outcome, doesn't mean they won't be punished.
On what basis do you know Riot only handles chat issues? People say this all the time but they have yet to prove to me with solid evidence that they only do chat punishments.

There have been bans for griefing and trolling. You just rarily hear of it, because people only complain about bans for chatting.
It's also way harder to detect someone genuinly trolling or just playing bad/not knowing what to do.
