Is the Low Priority Que Flawed?

So I have received a low priority que wait for 20 minutes for 5 games. I totally understand this and accept the LeaverBuster system. But what I think could be a more appropriate system is instead of cutting off all usage of the client including store, chat, profile, ect. you are only given a penalty to just wait. Not restricted to features in the client. I think this is mainly a problem because you and all the people in the que cannot use chat. A friend of mine was messaging me and the only way I could respond was either wait 20 min or leave the low priority que. Turns out he was willing to wait to play a game with me. Not only does it cause us, the players, grief but it is also turning down a huge marketing system for riot. If we were able to use the store while doing the 20 minute wait we might see a champ we would want, buy it quickly to play in the next game, and boom. Not only is it polite to the players but does riot a one as well.

If a rioter sees this please, clarify for me. I think it would really shed some light on the matter.
