After like 15 minutes into the game, I had this exchange with a kleptomancy kled jungler (cause he finally realized I have teleport.)
Player: Why do you have tp? Venompaw: Because heal sucks Player: Having downs sux
I did report it after game. i was playing Kai'sa as adc at that time with teleport /flash.
I reported it under verbal abuse / hate speech.
So.. this is going to be a grey area (as is many things).
On one hand, you can interpret that as "you have downs and you suck" - which would certainly be a form of hate speech. This is, in fact, the first thing I saw.. but then I was like "how am I making that connection from [heal/tp] to [downs/you]". While I'm decently certain that they intended to imply you had downs, I don't think it's that clear so as to be able to say with certainty they weren't just making a general statement. Personally, if I were a support agent handling this report, I'd look back through this player's other recent games/reported games and see if they make a habit of "skirting the line" like this, and if so I'd issue a punishment.
My recommendation is to submit a ticket and ask them to look into it - but don't be surprised if the evidence isn't there to support escalating this to a punishment based off this one line of chat.
He might be referring to himself Or making a dark joke Who knows? I don't think the line was crossed - There is much worse than that out on the rift xD

Was he implying that you have downs? Then yes, report.
