How much longer before all the toxic players are out of the game?
Is there an ETA when this automated banning system is expected to fully clean up the game?

How long till police eraticates all crime? The police (and similar institutions) have existed for milennia...
Short answer: Never.
You can reduce it, but you cant get rid of it. People will always have an occasional bad time, or new players joining that never had any contact with the system.
I mean, that's a pretty unrealistic expectation to have.
There isn't a single large multiplayer game in the world, that doesn't have a lot of toxic players. This is especially true for free games, such a League.
