Is that a reportable offense?

So, I was starting a ranked game with my friend. I was assigned top lane, so I declared I want to pick Mordekaiser, who is my main (I am basicly a one-trick pony). Our team support then asked whether he could go top, to which I replied with a no... He then proceeded to pick Mordekaiser as a support, despite the fact that I already declared him at the beggining - furthermore he haven't ever played Mordekaiser before, so it was obviously picked to f**k me over. I decided to pick Teemo instead. During the game he actually didn't rage or flame and wasn't THAT bad, though it was still pretty clear that he doesn't exacly know what is he doing. We ended up losing the game, because while I actually did very good with Teemo (9/6/8, dealt lots of damage and pushed a few turrets) I wasn't able to actually carry the match - And I am pretty sure that it would be very managable as Mordekaiser. Now I want to know can I report a player for something like that? Right now I am asking just because I am interested in it, but when it happened I was pretty tilted, especially since those were our placements.

I mean anything can be reported. What he did was obviously unsportsmanlike. Although im not sure how he forced you to pick Teemo. But with that said as long as you wrote in the report what happen and he continues to do that im sure he would get punished.

well on the one hand he did it to troll you,

but on the other hand he played his position and didn't flame, and picking away a champion is not reportable.

LoL, just bc you called yr champ doesn't mean u get him. its a first come first server type game when picking champs. untill u an auto pick your champ before heading to champ selection there nothing u can do. i do not consider this unsportsmanlike as what if he wanted to play him to, U have no rights to that champ so Thais how i see it and how Riot see it. but one ? thou how is going 9/6/8 a good game as teemo. you died like 5 times to much.
