@Riot NOBODY knows how the system works

Just had a game in which (who would have thought) a Janna stood afk using her tornado once in a while to damage creeps because "it would cancel out the leaver buster." So I have no idea if this actually works but this shit aside, you have to drastically change something about your system. I just meet way too many players thinking that if they don't leave the game via "close" button they won't get any punishments.

And honestly I think that's even the case. That Janna was even racist towards french people and I didn't even get the notification for her punishment because it wasn't worded "racist enough." I mean sure an automated system can't get everything but at least let us make a support ticket to report such players so someone can actually review it manually. For a 0 tolerance policy too many people are unpunished and I just feel more and more hatred with each game. I become more toxic and I just hate the general community. I beg you to make the rules a bit harsher and give us more options to report players other than pressing a few buttons with a message (which is probably ignored anyway). I know for a fact that many people who I reported for being homophobic and racist did not get banned right after the game because they added me to either play or shit talk post game.

Also I, myself, am so toxic once in a while that I still wonder why I haven't been banned yet. I got 3 chat restrictions one after another a few seasons ago and ofc I reformed after that but never once did I feel like discussing( I react a lot to people when they flame each other) the shit out of my mates like in the end of season 7 and season 8.

I really wish for harder punishments even if it means that I would get punished too.

So first of all Leaverbuster is actually programmed to track useless movements and actions by those who are trying to avoid getting hit by it.

Second of all while not all zero-tolerance policy rule-breakers are caught sadly a simple look through PB will still show that many of them actually are.

Third of all you can file a Support Ticket if you feel it's necessary to alert Riot to a particular problem player, but they just won't be able to disclose any actions taken due to privacy reasons.

Forth of all I think the rules as they currently are are both light enough and heavy enough to discourage poor behavior while removing those who consistently refuse to behave properly from the game, though I do agree that Riot can and should do more to try to combat the more harder to catch forms of toxicity (i.e. inting and trolling). As for adding the toxic players my question to you is why? If you know they were jerks then there's no reason to let them further harass you outside of the game. Just report them and move on and certainly don't accept their "friend" request afterwards.

When it comes to the feedback message it's rarely gotten and is not a very reliable way of determining that someone got punished. Why? Because that message is only given to the person whose report was the last straw. Not getting it doesn't mean that a person went unpunished, just that it wasn't your report alone that punished them if that makes sense.
