Dodging Ranked Queues

At least in Bronze and Silver (the only two I've ever experienced) trolls in the ranked queue are far too common. If they don't they get the role they want, a common way to make others dodge is to lock in a crappy champ and say they're taking it in a completely wrong role. Like Heimerdonkler ADC or Jungle. (I'm not saying heimer is a bad champ btw, I love him.)

It is my suggestion to Rito that there be a vote that can be called in the champ select to: 1.) Alert Rito of a troller to be punished accordingly 2.) Cancel the current champ select so the trolled game doesn't even take place

The vote should have to have 4 out of the 5 votes on one of the teams (because the opposing team obviously won't want to dodge). I believe that this idea, if implemented, could easily improve the experiences of many players.
