an icon for threads that have been read by a rioter, people might feel like they're being listened too more often, even if there was no response.

Every single thread would have that icon, though. There are a lot of Riot lurkers who don't respond because they don't want to speak for the company (no authority over a topic or are unsure of their own understanding of a situation).
Also, if people know Rioters are reading certain threads without participating, they'll be up in arms over a lack of response.
