Is Tribunal still a thing?

Hi all.

I'm sick of being trolled in League of Legends, and I'm sick of seeing others get trolled on Summoner's Rift. Regardless of which team, the troll makes the game uneven and decided before the game begins. It takes away the fun of the game.

With that said, I've heard that the Tribunal bans trolls. When I Google search the Tribunal however it says that the Tribunal is down for maintanance. It has been like that for a while. My question is: Is the tribunal still alive? If not, what's Riot doing to end trolling?
