My brothers account was hacked earlier today..the person who has gotten into the account change the email and the password to the account and i can not get into it.. i am not sure if i have saved credit cards on the account so i really need help from somebody :(
If you're saying your brother shares his account with you, then you just screwed yourself and Riot probably won't help. Account sharing for any reason is against the Terms of Use. At the very least, it may compromise the security of the account which is probably what lead to it getting stolen.

...and by 'hacked' you mean someone guessed your password, right?
I dont share his account he has his own and some one logged into and changed the email and password to the account
