Why is it fair for one person to ruin the game for 4 people?

Hello Everyone,

So in this game, my Lucian lost the game for our team by doing various things that should've been punishable. I reported him along with 9 others and even submitted a ticket with video evidence of what he was doing.

So this started with Annie going bot getting a kill and then cleared the wave to get tower. She cleared wave and got tower, then Lucian goes into our jg and takes camps from our jungler. She continuously does this for 15 min, 15 min our jg couldn't get any camps because he was helping us in teamfights while the adc was ignoring and ulting gromps and just taking camps. He didn't even go for lane minons, just camps for some reason. He held us hostage that game and we had to 4v5, and lost around 55 min. Listen to how this sounds, he threw the game because annie took 6 cs from him. 6 freakin cs!!! He took all the buffs and kept crying about how you shouldn't take cs from adc, but like he wouldn't have made it to the minons in time anyways.

This was just a sad game to play, lucian crying to annie to apologize and annie being on the same intellectual level as lucian didn't want to and i don't blame her. Until we started to come back and lucian noticed this so he decided to feed, first he was taking all camps and buffs and then he started to feed. Even the enemy team said that they didn't deserve to win, that we should've won. After the game, we reported him, me and some others sent tickets to riot with video evidence and he still hasn't got banned. How is this fair?

I want a reasonable explanation on why he didn't get banned because that game gave me crippling depression. I was extremely tilted, you can all go and watch the replay or something and see how much my team had to struggle because annie wanted to get the tower and took 6 cs from lucian.
