So many afk's

Over my last few games I have had so many AFKers/int feeders that it's getting ridiculous. There low punish rate for these players apparently if I'm only getting notified about a punishment every 1/50 reports. How lenient or lazy has Riot gotten about handling player reports ? It feels like the system is more automated checking for the amount of reports a player has received than anyone actually checking the reports. It's really demoralizing and barely gives incentive to play when everything is going good for 18 mins and the jungler doesn't give blue and it's afk or feeding time.
