Dealing with Trolls or Inten Feeders

Can there be a remake system or someway to target someone who's being aweful and in either champ select or in game, essecially kick him out if 4 out of 4 people agree to? The fact that you have to slog through like 40 minutes of not even being close to winning because you have an intent feeder or just some guy trolling in ranked sucks and it sucks even worse that you have to lose because one person in the world is acting like an idoit. It's not just because you made a bad play or it was you got out played, that the only reason you lost is because someone intentionally made you lose for no other reason but he could. There really needs to be some way. Until then, I'm afking because someone already ruined the game. I don't care at that point. It's not even a game or a match, it's watching someone run around and bang their nuts on anything they can find.
