How far is too far for grief and inting?

So queued up for ranked and my support locks in teemo, not only that but he also takes smite, buys a machete off the start then to top it off goes 0/10. This is absolute bullshit, and riot wont do anything cause i was the only one to report him cause my team wanted out so fast. I hope they look into this fucking joke a player, want to do that go do it in normals, not ranked. May no one ever be teamed with "death by human" i pity you if you do get teamed with him
