Special report for feeding intentionally

If you report feeders in normal way most likely player will be overlooked and unpunished as system can't decide if player was playing poorly or intentionally feeding. Only feeders who consistently feeds gets cough due to multiple reports and eventually manual review. <Removed by Moderation> Different story is when feeders gets manually reviewed due ticket.

Clearly you can't manually review millions of tickets. My idea is that for intentional feeders requires to bring back TRIBUNAL, where many participants could review the game and select the real feeding instances for punishment. Also, to avoid griefing TRIBUNAL system, those who review the cases would be ranked by how successfully they reviewed it which would add legitimacy points.

How would you determine how "successfully" they reviewed something if the only review process was peer reviews? What if they corrected reviewed a subtle troll but the majority was not as perceptive and let the person go?

Even a person with a lot of legitimacy can be prone to human error and get a case wrong, so how many reviews would it take before a punishment was decided?

What would be the motivation for people to review these games, which would take far longer than just reviewing a chat log?

But Tribunal for “intentional feeding” is a massive failure in other games that have it (ex: CSGO, which still has tons of trolls/griefers even more so than League).
