Weird teammates

Do you ever have those games in which your teammates never say a word in champion select then when you get in game they start talking in paragraphs to the other team or randomly start talking in monologue in team chat?

Sure, I can mute them, but based on my experience these teammates are beyond tilted and accepted defeat when they accepted the queue - their playstyle and match history reflects this. This is a different type of toxicity that I hope Riot takes into consideration.
