How to fix the Report System

If someone is spamming report and getting no traction/punishments over it, at least give a REPORT BAN. Yeah, I said it. These people cannot use the report feature for X amount of days/games. Getting pretty sick of people just spam reporting every game. I know I wont get banned but it's annoying seeing "YOU HAVE BEEN REPORTED blah blah blah OFFENSIVE LANGUAGE (look out now!)" every friggin game. I barely even talk I just use pings. But people get so worked up they just spam report. Even the enemy.
