Honor 5 players should be able to give out chat bans to toxic players in-game
How the system would work to avoid abuse, I do not know.
But Riot should do something like this.

I don't like this idea. Not only can you gain honor passively with just having neutral or positive behavior, but this would also open up the door for cults of sorts to form, singling out and punishing those who don't conform to their "my way or the highway" kind of behavior. If such a system were to be implemented then these players would have to be hand-picked by Rioters and be people who have proven to be upstanding individuals in the community that could be trusted to have that kind of power and not abuse it.

I'm on the cusp of Honor 5, but you would NEVER want me to judge over you. Fyodor Karamazov would not have the body count anywhere close to mine, and he bombed entire planets just for wasting his time.

Ever since I reached Honor 4 about a couple of weeks ago, I've only received 3 key fragments up til now. Hell, even during my 2 weeks as Honor 3, I managed to rack up more than 10 key fragments & a capsule.
Of all the bad ideas to pop up on player behavior, this one has to take the cake.
This is a stupid idea.
Yeah no. Wizard101 had something like this, and it ended horribly. Over 10K players were banned by the people who had the power to (most in PvP) and KI couldn't go through all the reports at once, so most people never got their accounts back.

All players have the ability to do this. Why should it be decided by players who, at the least, just play more?
Everyone can already chat ban and ping ban. Sure, it's just for the rest of the game, but mute and ping mute are your friends.
