Got put with a 4 queue. I was second pick and picked jungle. Last pick was saying they were 4 queue and that he was jungling. First pick had already said mid so i just went ahead and locked in Vi. After i had locked the rest of them started picking jg champs and taking smite. I get in to game and they all start trying to counter jg me and start feeding and harassing me. After they started harassing me I went ahead and muted them.

TL;DR I got trolled and got a chat ban from a 4 queue after handling it in the proper way.

You couldn't have gotten a chat ban for saying NOTHING.

This chat alone is not what caused your restriction. You would have had a habit of toxic behavior and reported often over many games. The reform card only shows your most recent chat logs to give you an idea of what you're getting reported for.

If you want all your toxic chat logs, it's possible you can get them from Player Support if you submit a Support Ticket.

A chat ban is very minor in comparison to the others. Just never say that stuff from now on and you'll be fine. Report them after game, and if they behave badly every game, it will catch up with them, I garuntee it.

I'd go either way here. You should not have shoved your problems on the other team BUT it wasn't that bad. This may be that weight working against you. You were negative about the situation in all chat, and got reported four times. In dynamic queues, there'd probably be less of a chance of punishment, because they count as one, not four.

I'm sorry this happened to you and I hope you reported them.
