Where can I report a player for what was said in champ select?
Normally I don't go that extra mile of effort, but I had a player repeatedly calling someone the N word angrily in champ select just now

In this case, you would file the report in the post-game lobby selecting hate-speech and in the text box, you would elaborate about the players racism. While the champ select logs don't show up on the reform cards sent out to the players, they are stored in the Riot databases, and a manual review can (and does) pull them. If you have already exited the post-game lobby, then the only other option would be to submit it as a ticket; however, support will sometimes tell you that they do not handle matters that are handled via the post-game lobby. If you happened to take a screenshot of it, you can upload the image with the ticket, and they might review it in conjunction with the logs.
Nothing can be done about toxic pre chat with a dodge.
Sadly you can't. If you submit a ticket they'll tell you they can't do anything about it.
