If a Player Leaves and Their Name is Red in the Post Game Lobby

You don't have to ask the other team to report them. It's taken care of. Leaver Buster is already in action. I just had a game where the other team kept asking us to report their leaver. It's really not necessary to ask the other team because more reports won't speed up the process at all. I see this all the time. Almost every game with a leaver where Leaver Buster will automatically catch them, the team will repeatedly ask to report them. You don't have to do that guys. Now if the player was_ toxic_ and left (eg is standing at base and purposely afking), by all means the more reports for his/her toxicity the better for their review.

It just makes people feel better to take some action rather than just passively realizing leaver buster is on it.

Also it shows Riot that the manner they afk'd was very unfavorable. Maybe someone was lagging and said something in the game and apologized. Maybe an emergency happened. If they had less reports maybe people were more accepting of it rather than just afk'ing because they were salty.

I don't ask the enemy team to report my leaver teammate or afk teammate. I report that person after the game if they leave or afk, not like it will do much since all they need to do is hop on a new account and continue the same toxic trend. At least I'll feel like my reports may have contributed in some insignificant way.

I played a game as lucian one time and lost the match. I afk'd when it showed "DEFEAT" and didn't click "Continue". (Keep in mind that I never once left while the game was still going.) I came back 3 or so min later and it showed that my name was in red. People said that they were sorry that I was afk and they'd report me. I was kind of baffled by that!

You were right up until

You only need to be reported once in a game for it to be flagged. Multiple reports won't change that. Asking for reports from the enemy team does absolutely nothing.
