No border Icon and skin are all rewards
if it was a chat restriction, providing if you played through the chat restricted games, you will get your seasonal rewards.
If you got 14-day banned, you won't get season rewards.
Meh a report for toxicity won't affect anything, it's more whether or not you got punished.
