Questions about hate speech and censorship

First of all, I wanna aplogize for making these threads, because I know riot doesn't like these words. I'm not saying there's some conspiracy, just asking us to think about things I think should be thought about more than the next Janna buff.

FOR DA MODS this falls under "Internet Legislation" @ whoever removed the other thread about racial slurs and censorship.

Why have I not been banned yet? In game, I use "%%%" or "%%%%%" from time to time, calling teammates or enemies these words, among other less savory words. I've never even been warned not to call people these things. I have seen LITERALLY 0 penalties for using these words in game, yet riot states they have a zero tolerance policy for hate speech. Seems like I should be banned, just today I must've called at least one person a %%%%% and another a %%%got in game.

Why is this? The answer is simple. Saying those words does not constitute hate speech. What matters is how you use them. This is what I personally think, and it seems to be what riot (or at least their banning system) thinks since I'm not banned yet.

So I ask again to you guys, what constitutes hate speech? Is it just using those words or is it more? Why does riot censor those words, and not racial slurs targeting other ethnicities or cultures? Should riot attempt to censor all racial slurs? (Why does putting something in quotations neuter the statement?)

Yes I know it's a game. Yes I know riot has the right. Yes I know I agreed to never using hate speech on their servers. Yes I know I have too much time on my hands. Yes, if using those words is a bannable offence hit me with the hammer.
