i can't see the reform card, did riot disable my account?

I want to see the perma banned reform card once again i missed it but when i try to open the account from client it doesn't want to open like my pass was changed or something

but when i use account for boards it works just fine i thought perma banned accounts allow u to at least finish the login process and see reform card but now i can't do that anymore? :)
