Its funny that some players think they can get and will get away for calling you gay, or saying to kill yourself or to fuck off, and they dont get reported.
If you see it and think they should be reported then report them?
Riot can't really force their players to report someone, but you can freely report them yourself and chances are they'll get banned. All the things you mentioned (except the "fuck off") all result in instant 14-day ban or permaban if reported.
They think, "i wont get reported but you will cuz your false reporting me"...HOW??

I was lagging and i was just trying to explain that to the enemy team and my own. No one was listening and thats why i kept typing and complaining BUT i was not toxic.

Idk why you would kill yourself just cuz your getting roasted by some kids on the internet and on their periods.
Some people have killed themselves because someone on the internet told them to. You don't know who you're talking to. People might be suffering from depression and you're just the last thing to push them over the edge into suicide. I don't know if you told someone to kill themselves, but it's DEFINENTLY not ok, and that's not up for debate.

I would say it is, and most of my experiences over the last year I've been on the player behaviour boards has enforced that notion.

I can 100% guarantee you that no one has ever gotten punished for saying that. Someone might have said that amongst other things that got them punished, but that line didn't contribute to it.

wow looks like im never getting to honor 2, and yes ive tried mute my team whenever someone is toxic but i just keep forgetting. I cant mute them at the start tho cuz sometimes there are importing things i need to see that my team is typing. Im giving criticism so you use this and make your game better.
And Riot punished you so you might realise that people don't like the way you behave and that you should change, not the system or the community.
TL;DR:
OP started by saying: "Oh I got banned for complaining", then complained that people that use hate speech or encourage others to commit suicide don't get banned while he gets banned for complaining.
Untill that point everything was smooth.
Then he complained he couldn't tell others to kill themselves without getting reported and banned (i think), then he finally went back to tell us he wasn't toxic.
TL;DRTL;DR:
He doesn't want to change, instead we as a community has to and Riot needs to change the system to enforce it.
