why do riot permanently ban people as thier first punishment ?

i know someone who got permanently banned when the last time he got a punishment was a chat restriction 1 year ago i tought it always be like that ? : chat restriction > longer chat restriction > 15 days ban > permanent ban ?

If you do something really bad like death threats they will escalate the punishment. Tell your buddy not to be a piece of shit in the future because he must have done something REALLY bad to jump to permaban

Either your friend is lying to you, or he did something much worst. Usually they only Permaban when you have already been ban/chat restricted numerous times. The only time a Permaban hits someone on the first go (despite what you claim this isnt the first time he's been punished) as someone had said is if it's a serious offense! Which could be death threats, giving out peoples person information (SS, home address/phone number, personal information like CC/pin, passwords,etc) using of Exploits, Hacks, DDoS, or manipulating the game in a way that can help you win games easily will all hit your with your first and only punishment being a Permaban. Basically anything that is against the ToS, Summoners Code will get it. Follow the rules its pretty simple!

Permanent bans are only handed out for the first offense if the offense in question is very serious enough in nature, such as the person in question making constant death threats and what-not. Otherwise it just follows the 4-level punishment system like normal.
