Why are these guys even allowed to step into ranked ? Why are they even still not punished for forcing people to swap their roles just because the said person doesn't have a supp champ ?
Riot should make a condition that you should have atleast 2 champs of each role in order to play ranked.

Everyone has multiple support champs. They are part of the weekly rotation.
Because there is no requirement that you have to be able to play a certain role to play League, or ranked, or anything. Players who want to one-trick or play just top lane are welcome to play the game the way they want.
Now, I understand it's frustrating, and I totally get that the answer "that's fine -- pick the closest thing you have and play the lane you ended up in" doesn't appeal to everyone, but really that IS the answer. The team builder system assigns them a role to play, but doesn't say what they can or can't play in that role.
Non-supports CAN play in bot lanes in most MMRs -- we're just no generally USED to it, so people aren't usually okay with it.
There are so many off-meta supports out there. People just don't think creatively enough.
I've seen Yasuo play as support and shutdown double ranged bot lanes.
Just pick anything with a stun, there, you have a support champion.
Hell, Ashe can work as a support...

Players that say that are lying. Plane and simple. They just want to get out of supporting so they say that.
