Frustrating Ranked Game experiences, feeders not getting banned

So, I am a new LOL player (about 6 months), started in the bottom of Bronze 5, worked my way up to Silver 3 today.

I was 10 game chat restricted about 2 months ago, I was just urging my team to do better and calling our feeders to stop feeding since they were being careless and doing "Bronze" stuff, maybe I was a little harsh. Whatever, I dealt with it, and gained several ranks since then.

On my way climbing ranks, in the past month, I have had about 3 games with a literal troll. Someone who curses your family or yourself in chat, selling all their items and literally suicide into enemy towers and literally typing in ALL chat "lol *** this game take my kills".

So, these people don't get banned and nothing happens to them o_O. They even say so in chat "I've done this before, nothing happens." Then I heard that since my account had previous chat restriction, my report "weight" is not strong, so maybe they are ignoring my reports. Also, I heard that Riot doesn't have replays, or its a lot of work for CSR to watch replay to verify if someone feed on purpose. So they don't usually discipline people unless its a lot of votes or something.

Anyways, this system is really bad. I was chat banned just for telling my team not to feed (strongly) and trying to win a game, but these legit game ruiners purposely feeders seem to be immune to the law. Players need real justice when someone ruins the game, not just placebo of "feeling good" to press a report button.

EDIT: I just got a notification, saying someone I previously reported was discplined or something along those lines. It was probably the previous game of the feeder troll, I had to BEG the other team to report him to keep the report "weight " up, since I think it is ignoring my reports. So maybe all 9 players reported him and something happened. However there were still at least 3 other games in the past month, where I did not get a notification and the person was just as bad (selling items/suiciding constantly)

UPDATE: I want to give an update 1 day later. The guy who was the troll, sent me a friend request apparently to talk more trash to me. I accepted, just to let him know that I reported him. He said all he got was a 12 game chat restriction, and he would "take that any day of the year to prevent us from getting LP"

What kind of justice is this riot?! I though he might be lying, so I looked under his profile, and sure enough he has ranked games being played today (after the report "punishment"). Just to remind everyone, this guy went 1/18 Draven, sold all his items for 6 tears of the goddess, verbally chat abused and in all chat saying "Take my free kills" and constantly suiciding into enemy towers/enemy team without attacking.

Honestly I won't be able to take this game seriously if there isn't a real punishment system in place.
